    鉴于目前我国建设工程项目造价控制的研究及应用仍然停留在对项目实施阶段的造价控制,而对包括策划、设计、招标在内的其它各个阶段因其随机性和模糊性的影响均无有效的造价控制方法,并且对造价控制的研究及应用缺乏系统性的现状,本论文以工程项目全过程造价控制为研究对象,在系统分析了我国造价管理的特点和缺陷后,从工程项目策划、设计、招标、实施等不同阶段进行造价控制的角度出发,建立健全了各阶段的造价控制方法和体系。
